It was the first day of the new and harsher penalty regime against rouge taxi driver. Commuters in the Central Business District did not have to wait more than 10 mins for a taxi most of time during the peak hour yesterday. At lucky plaza, at least five cabs could be seen queuing at any one time.No drivers turn away passengers, but how long will this last?
